PROBLEM TO BE SOLVED: To provide a fuel assembly that can reduce hot-cold swing while sufficiently suppressing excessive reactivity. SOLUTION: This fuel assembly 1 is constituted by forming a fuel bundle of a plurality of fuel rods 2 and at least one water level adjustable water rod 13 that can change the water level inside during operation, and the fuel assembly 1 is surrounded with a channel box 4. A neutron absorbing means provided with an inflammable absorber 9 is provided, and at least a part of the neutron absorbing means is disposed in a structural material of the water level adjustable water rod 13.
