PURPOSE: A system and a method for providing picture phone service between a personal computer and a mobile terminal in a mobile network are provided to offer picture phone service to a mobile terminal from a personal computer through the Internet. CONSTITUTION: A system for providing picture phone service between a personal computer and a mobile terminal in a mobile network(100) includes picture phone terminals(10,12), base stations(14,16), base station controllers(18,20), PDSNs(Packet Data Serving Node)(22,24), a home agent(26), a gatekeeper, a web phone server(30), an EMS(Element Management System)(32), a BDS(Billing Data management System)(34), a CDS(Client Data management System)(36), an NMS(Network Management System)(38), and a web server(40). The gatekeeper manages the information and status of the subscribers who use the picture phone terminals(10,12) and a personal computer(42), and executes authentication and billing on the basis of the information of the subscribers. The web phone server(30), installed in the mobile network(100) additionally, executes picture phone call processing together with the gatekeeper. The EMS(32), connected with the gatekeeper and other supplemental equipments, executes a fault, performance, configuration, account and security management function for a relevant equipment. The BDS(34) manages billing information, provided from the gatekeeper through the EMS(30). The CDS(36) manages the information of picture phone service subscribers, provided from the gatekeeper. The web server(40) downloads a web phone client program to the personal computer(42).
