<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which can precisely carry out normal/abnormal judgment of an image formed on a sheet of paper by setting changing transfer items of the image forming apparatus in accordance with a type and a state of the sheet of paper, and making the sheet of paper at the time of image reading an appropriate state, and to provide an image formation method. <P>SOLUTION: In the image forming apparatus which carries out inspection by forming the image on the sheet of paper 16 based on reference image information 12 and comparing/referring read image information 20 of the read image with/to the reference image information 12, paper information and paper feed items for every paper information are determined beforehand. When the sheet of paper 16 to be a printing object is selected by a paper selecting part 34, the paper feed items are subjected to setting change based on the paper information stored in a storage part 32. By this setting change, a transfer state of the sheet of paper 16 becomes optimum at the time when passing through an image reading means 18.
