A digital radio signal generating apparatus is provided to input a picture file instead of directly inputting a video signal, convert a video format for the compression, and compression-code an image. A picture file input unit(1) inputs a picture file which includes picture information desired to send together with a radio sound. A video format conversion part(2) converts the format of the inputted picture file into a format for compression encoding. A video compression encoding part(3) compresses and encodes the picture information, having the converted format, by using the H.264 video encoding method. An audio input unit(4) inputs the audio signal corresponding to the radio sound. An audio compression encoding part(5) compresses and encodes the inputted audio signal by using the HE-AAC audio coding method or BSAC audio coding method. A multiplexer(6) receives and multiplexes picture-compressed data, audio-compressed data and related auxiliary data outputted from the video compression encoding part and audio compression encoding part, and then outputs MPEG-2 TS(Transport Stream) data.
