PROBLEM TO BE SOLVED: To provide a communication transmission system and a method which can perform access control in a termination service.SOLUTION: The communication transmission system includes a base station and a user device. The base station is configured to control page response for a plurality of termination services. The user device is configured to receive the page response from the base station.
