PROBLEM TO BE SOLVED: To restrict at least a part of vehicle control actions that may be realized using an electronic key of the vehicle, in case a user loses track of the electronic key due to loss or the like.SOLUTION: A communication part sends and receives a wireless signal. A first acquisition part (S15) acquires a verification result concerning an electronic key. A second acquisition part (S15) acquires a verification result concerning one or more information terminals. A determination part (S16) approves execution of a first vehicle control command among vehicle control commands of which execution has been requested, when the first acquisition part acquires a verification result indicating successful verification of the electronic key, and the second acquisition part acquires a verification result indicating successful verification of one of the information terminals.
