An electrical current impulse is passed through the liquid or diffusate over at least two electrodes in contact with the substance at a ratio of 1.2 of the minimum current intensity to the square root of the duration of an electrical impluse. Pref. if the electrical voltage is increased over the minimum value the duration of treatment over a defined area can be shortened.
