PURPOSE:To obtain a treatment agent having good flocculation efficiency, by a method wherein a ground fibrous substance is impregnated with a polymer flocculant and the impregnated one is kneaded with a magnetizable substance and water and the resulting mixture is dried and ground. CONSTITUTION:A fiber such as silk, rayon, a synthetic fiber or pulp is ground and impregnated with anionic, cationic and nonionic flocculants. The impregnated one is kneaded with a magnetizable substance and water and the kneaded mixture is dried and ground. The obtained ground substance, to which magnetism was imparted, is molded into an arbitrary shape to prepare a flocculant. This flocculant is used so as to be added to waste water to be treated containing excretion sludge and flocculated sludge to make it possible not only to enhance flocculation efficiency but also to lower the water content of floc.
