PURPOSE:To simply generate a communication control use program by displaying a matrix for defining convention information of a communication control, and providing a matrix definition supporting means for completing a matrix in accordance with defining information and an encoding means. CONSTITUTION:A processor 1 is constituted so that a matrix definition supporting means 1a displays a matrix for defining convention information of a communication control in a display device 2a of a user input/output device 2, and when defining information is inputted from a keyboard 2b of the input/ output device 2, a processing such as an operating regulation is written in each frame in the matrix in accordance therewith and the matrix is completed. Subsequently, an encoding means 1b analyzes the matrix which is completed by the matrix definition supporting means 1a and generates a communication control use program which is encoded. In such a way, the matrix which defines the convention information of a communication control being a target can be generated on a display screen, and also, an actual program can be converted automatically to a code, therefore, the communication control use program can be generated simply.
