PROBLEM TO BE SOLVED: To prevent a scramble code from being recognized in the absence of audio data in a distribution system of contents data including the audio data. SOLUTION: Single scrambling is applied to audio data in response to a memory device ID in the presence of the audio data in an encoder 43A to select an output signal of an EX-OR circuit 2, and double scrambling is applied and an output signal of an EX-OR circuit 2a is selected in the absence of audio data. Furthermore, a reproduction means in a user terminal applies descramble processing to received data corresponding to the scrambling.
