PROBLEM TO BE SOLVED: To prevent a scramble code from being detected in the absence of audio data in a distribution system for contents data including the audio data. SOLUTION: An EX-OR circuit 2 exclusively OR audio data with a PN code generated on the basis of a memory device ID for a voiced period in an encoder 43A so as to scramble the audio data and an output signal of a through-path is selected for a non-voice period or a period close thereto. The EX-OR circuit of a descrambler side exclusively ORs the audio data scrambled for a voice period with the PN code to descramble the audio data and the output signal of the audio data for the non-voice period or the period close thereto is selected.
