PROBLEM TO BE SOLVED: To provide a fixing member having sufficient durability and keeping adhesiveness between an elastic layer and a release layer while preventing oxidation deterioration of the heat-resistant rubber constituting the elastic layer as an inner layer of the release layer when a fluorocarbon resin constituting the release layer is formed into a film by heating, and to provide an image forming apparatus having the fixing member at a low cost. SOLUTION: In the fixing member (fixing roller) having an elastic layer 2 comprising a heat-resistant synthetic rubber, a primer layer 3 comprising a fluorocarbon resin (A), and a release layer 4 comprising a fluorocarbon resin (B) successively layered on a substrate 1, the melting point of the fluorocarbon resin (A) is lower than the melting point of the fluorocarbon resin (B). The fluorocarbon resin (A) is, for example, tetrafluoroethylene-hexafluoropropylene copolymer (FEP).
