<p><P>PROBLEM TO BE SOLVED: To control centrifugal pressure generated by working fluid by receiving centrifugal force of rotation of a working fluid-filled space to utilize the centrifugal pressure in the control effectively. <P>SOLUTION: When rotating a casing 2 by a driving shaft 3, centrifugal force acts on inside working fluid 5 to generate centrifugal pressure in the casing 2. A rotary plate 6 is coaxially provided in the casing 2 to control the centrifugal pressure and its rotation is controlled by a motor 8. If rotational speed Nm of the rotary plate 6 is the same value and in the same direction as rotational speed Nin of the casing 2, the working fluid 5 is rotated at average rotational speed being similar to that in a case where the rotary plate 6 does not exist, and centrifugal force decided by the average rotational speed acts on the inside working fluid 5 to generate centrifugal pressure corresponding to the inside of the casing 2. If Nm>Nin, the average rotational speed of the working fluid 5 is increased to raise centrifugal pressure in the casing 2.
