A composition for forming solid particles which comprises a biodegradable polymer, a solubilizer, a polyhydric alcohol, a thickener, and a medicament and is in the form of an emulsion comprising a continuous phase rich in the polyhydric alcohol and the thickener and, present in the continuous phase, a dispersed phase of liquid particles rich in the biodegradable polymer and th e solubilizer. This composition can spread a carrier containing the medicament into every corner of a narrow periodontal pocket. The carrier containing the medicament can stay in the periodontal pocket for a long period of time, enabling the medicament to be held in a high concentration for a long period of time.
