PROBLEM TO BE SOLVED: To provide such a configuration of a radio communication system as can settle a congestion state of communication.

SOLUTION: A directional antenna is provided for communication with a mobile base station. The reception level of radiowaves received from the mobile base station through the directional antenna is indicated to a user. Based on the change state of reception level of the radiowaves that accompanies changes in direction of a radio communication terminal by the user based on the indication of the reception level of radiowaves, whether the direction of the radio communication terminal relative to the mobile base station has been corrected is determined. Control is made so that the power of transmission signal of the radio communication terminal comes to be at a specified energy saved level.
