The present invention relates to an apparatus and a method for operating a CCN-helper protocol. The method for operating a CCN-helper protocol according to an embodiment of the present invention comprises the steps of: receiving an interest packet; checking a sequence of chunk data to check and request a prefix of the interest packet; storing related information in a pending information table (PIT) if the sequence of chunk data requested by the interest packet is different; and transmitting the data packet if a data packet corresponding to the interest packet exists. According to the present invention, an amount of download processing for a data packet of a user can be enhanced.
