PROBLEM TO BE SOLVED: To provide a division groove forming device and a division groove forming method capable of precisely forming a division groove with fixed depth.SOLUTION: A division groove forming device 10 includes: a first cutter 20 which has a plurality of rotary blades 32; a second cutter 22 which has a plurality of rotary cutters 52; first rotation driving means 72 for rotation-driving the first cutter 20; second rotation driving means 74 for rotation-driving the second cutter 22; cutter supporting means 76 for supporting the first cutter 20 and the second cutter 22 so as to make their rotary shafts in parallel with each other and oppose them to each other in a diametrical direction; and phase adjusting means 104 for adjusting a phase of at least either one of the first cutter 20 or the second cutter 22 so as to make the first rotary blades 32 and the second rotary blades 52 oppose to each other in an opposite area in which the first cutter 20 and the second cutter 22 are opposite to each other.SELECTED DRAWING: Figure 2
