PURPOSE:To view a request program for test purpose for a prescribed time free of charge on request from a requesting party. CONSTITUTION:When the reception of a request is attained through the reception of a pre-view request from a terminal equipment 5 via a transmission line 7, a terminal monitor controller 1 sends a reservation number to the terminal equipment 5 making request. A video reproduction device 3 starts reproduction when the preparation of a tape is finished and a timer is used to send a video signal to the transmission line 7 for a prescribed time. Simultaneously, the terminal equipment monitor controller 1 informs the start of broadcast including a reservation number to the transmission line 7 based on a preparation end signal from a video controller 2. The terminal equipment 5 making a request receives the video signal on the transmission line 7 based on the coincidence with a reservation number received precedingly to view a program free of charge for a prescribed time. After the end of viewing free of charge, the terminal monitor controller 1 controls the continuous viewing requiring payment depending on the request by the terminal equipment 5.
