The bracket comprises a horizontal member with clamps for fixing to a luggage rack and devices for securing the saddle and the handlebars. The handlebar securing device comprises hooks on the ends of two converging bars joined together on a component sliding on the horizontal member (1). The sliding component is coupled by a bolt and an eccentric to a profiled support plate fixed to the member, for the converging bars. This plate has stops for the handlebars, and when the eccentric is rotated the hooks move in relation to the stops, so as to grip the handlebars between them.
