PURPOSE:To automatically read a dimension display character irrespective of the inclination to a drawing drawn on a paper by providing the recognizing means of the dimension display character in a dimension display character area rotated to a normal position. CONSTITUTION:In the setting of the dimension display character area, it is assumed that the width W indicated by a dimension line or the width W between PQ of a dimension auxiliary line is set with respect to the dimension line 25 or the dimension auxiliary line 27 having the decided inclination and the height is set to a preset character height H, and the dimension display character is described the area of the width W and the height H. After the character area is decided, the dimension line or the dimension auxiliary line for the inclination theta is rotated and the dimension display character area is corrected to the normal position which can be read by the character recognizing device, namely in a horizontal direction. After the setting of the character area and the correction of the inclination, character bit data is held in a character bit holding device 15 and subsequently the character described in the dimension display character area is read by the character recognizing device 17.
