The device is used in communications equipment, in particular in video-telephone networks. It is simple and the life-span of chambers and monitors of the video-telephone systems is extended, while power consumption is reduced. The device consists of a differential amplifier (1), diode (2), resistors (3, 4 and 6), a transistor (5), a compositional transistor (8), a flexible pipe (7) with an end piece (8). The charge and discharge time of the capacitor and the impulse packages' duration of phone calls are conformed.
