<p>PROBLEM TO BE SOLVED: To eliminate blocking artifacts blocking phenomenon through the use of projections onto the overcomplete basis(POCB) by producing a video signal which is post-processed through POCB to non-orthogonal basis even though a post-processed video signal is generated which approximates a decoded video signal to an original video signal by using non-orthogonal basis. SOLUTION: An area dividing unit 210 of a post-processor 200 superimposes a decoding video signal that is applied from a decoder 100 on a small block and performs area division. A POCB processor 220 processes divided 16×16 blocks for POCB based on sequential projection algorithms of 1st to 3rd stages to produce projection coefficients. A bilinear superposing device 320 eliminates blocking phenomenon for POCB. That is, it receives a decoded video signal of a video signal which underwent block based coding and produces a post- processed video signal which is an approximation of the original video signal obtained by using non-orthogonal basis. However, it produces a video signal which is post-processed through POCB to the non-orthogonal basis.</p> |
