PROBLEM TO BE SOLVED: To effectively restrict the bending deformation and bulging deformation while simplifying manufacturing processes and manufacturing facilities to reduce manufacturing cost. SOLUTION: A band plate material of thin Zircaloy-4 is used to construct a long, angular and tubular pipe 10 and a band plate material of thick one is used to form a short, angular tubular pipe 11, these two being joined to each other to form one pre-heat-treatment angular tubular pipe. Then, the pre- heat-treatment angular and tubular pipe is moved downward in a heating coil in heat treatment facilities of constant heating value to continuously apply heat treatment on the whole in sequence. The short, angular and tubular pipe 11 which has the orientation probability of the <0001> crystal orientation ofαphase zirconium to the surface normal direction of the plate material is greater than the orientation probability to the cross and longitudinal directions of the plate material and the long, angular and tubular pipe 10 which has the random crystal orientation to the surface normal, cross and longitudinal directions of the plate material are formed.
