PROBLEM TO BE SOLVED: To connect trip routes of different vehicles according to a fixed refer ence when obtaining an inter-OD trip route of a vehicle on the basis of communi cation between an on-vehicle device and road beacons. SOLUTION: The on-vehicle device transmits, to a road beacon, information of an identification code, information of the road beacon through which the on-vehicle device passed last time and information on time that has elapsed since the on-vehicle device communicated with the road beacon last time. When information of an on-vehicle device of the same identification code is not collected in the road beacon even though the information of the road beacon through which the on-vehicle device passed last time is received from the on- vehicle device, the inter-OD trip route is decided by specifying the on-vehicle device that has communicated with the road beacon last time on the basis of the information, which is obtained from an on-vehicle device, of the time that has elapsed since the on-vehicle device communicated with the road beacon last time and position information at that time and connecting the trip routes of the vehicles whose on-vehicle devices of different identification codes are associated.
