PROBLEM TO BE SOLVED: To provide a digital broadcasting receiver, etc., capable of transmitting a message such as an emergency warning to a preset emergency contact address when receiving the emergency warning, etc. SOLUTION: In a digital broadcasting receiver 100, an emergency contact address is preset, when an emergency warning signal or an EMM message is received, a receiving part 11 receives a broadcast signal, a detecting part 12 detects the emergency warning signal or the EMM message, a conversion part 13 converts the emergency warning signal or the EMM message detected by the detecting part 12 into a mail format type, and a transmission part 14 subsequently transmits the converted emergency warning signal or EMM message to a server 101 through an I/F part 15. The server 101 transmits mail transmitted from the digital broadcasting receiver 100 to communication terminals 102a, 102b and 102c.
