A system and a method for forwarding a callback message in order to provide the service of high quality are provided to collect network information and to determine whether to transmit the callback message based on the collected network information. An information gathering center(130) requests network information corresponding to a mobile terminal(110) within the already registered receiving group in an MSC(120). A bulk sending center(140) determines the transmission of the callback message based on the collected network information in the mobile terminal within the receiving group. The bulk transmitting center requests the transmission of the call back message to the message service center. The message service center transmits the callback message according to the bulk sending request.
