A method and an apparatus for encoding/decoding moving picture data are provided to decode a bit stream encoded in various types by the same information recognizing method. A tool box(415) comprises a plurality of function units for decoding a bit stream. The function units respectively perform each process standardized in at least one decoded standard. A description storage unit(410) stores a partial decoder description for controlling a part or the whole operation among the function units. A decoder forming unit(420) refers to at least one decoder description and decodes encoded video data into moving picture data by selectively loading a part and the whole among the function units.
