An actuating device, a method thereof, and a module variation control device using the actuating device are provided to actuate a function module and minimize hand trembling by using a membrane and a rod. A membrane(100) is transformable. A wall(110) is formed on the membrane. The wall comprises a cavity(130). A rod(120) is formed on a surface of the membrane centering on the cavity. The rod moves by associating a transformed state of the membrane. An actuating unit(140) is formed at a lower part of the membrane. The actuating unit is operated by piezoelectric. The actuating unit transforms the membrane.
