PROBLEM TO BE SOLVED: To provide a device that can estimate a staying or moving situation with higher accuracy by performing staying or moving determination more suitable to a communication environment.SOLUTION: A device includes: comparison object determination means for determining a comparison object communication record per determination object communication record; first staying/moving determination means that individually applies each of preset different determination distances to determination, and determines that the state according to the determination object communication record is staying regarding the applied determination distance if a position indicated by positional information on the determined comparison object communication record is included in a range stipulated by a determination distance centering on a position indicated by positional information on the determination object communication record; and second staying/moving determination means that adopts a determination result at a second determination distance of the communication record as an estimation result at the communication record having a determination result with higher accuracy at the first determination distance than the second determination distance different from the first determination distance.SELECTED DRAWING: Figure 2
