PROBLEM TO BE SOLVED: To properly and flexibly provide information from a municipality.SOLUTION: A municipality side device 2 and an electric power company side device 3 are connected to be freely communicated with each other. The municipality side device 2 comprises a distribution command unit 24 for transmitting an information distribution command including municipality information to be provided and an attribute which contains an address and residence of a viewer who should view the municipality information, to the electric power company side device 3. The electric power company side device 3 comprises: a consumer database 33 which stores consumer information including an attribute which contains an address and residence of a consumer and identification information on a smart meter 4 installed in the consumer's house; and an information distribution unit 34 which acquires a consumer corresponding to an attribute of a viewer in an information distribution command when the information distribution command is received, from the consumer database 33 and which distributes municipality information to the smart meter 4 of the acquired consumer. The smart meter 4 includes a home controller 5 for outputting the municipality information distributed from the electric power company side device 3.SELECTED DRAWING: Figure 1
