PROBLEM TO BE SOLVED: To objectively evaluate the achieving difficulty and examination insufficiency of a target and to supply an accurate work guideline in the future. SOLUTION: The CPU 14 of an information processor is provided with four function constitutions 14a, 14b, 14c and 14d as processes based on a program loaded to a memory 15. A basic evaluation part 14a evaluates the achieving difficulty and examination insufficiency of an end target included in an evaluation object plan for which the targets are sequenced. A width evaluation part 14b evaluates the achieving difficulty and examination insufficiency of the target by considering the width of the examination of the target. A depth evaluation part 14c evaluates the achieving difficulty and examination insufficiency of the target by a recursive processing so as to consider the depth of the examination of the target. A control processing part 14d outputs the work guideline corresponding to the balance of the evaluation values from an output device 11 together with the achieving difficulty and examination insufficiency of the respective targets.
