PROBLEM TO BE SOLVED: To provide a water content detector, capable of monitoring dry and wet states of a road surface in a remote area and moreover identifying the dry and wet states of the road surface in detail. SOLUTION: This water content detector is provided with electrodes buried in the road, a power source impressing the electrodes, a detecting part detecting electrical signals from the electrodes, a conversion part converting the electrical signal into an optical signal, a processing part processing the optical signal, cables connecting the electrodes to the power source, the electrodes to the detection part, and the detection part to the conversion part respectively, and an optical cable transmitting the optical signal.
