<P>PROBLEM TO BE SOLVED: To provide a skin care preparation containing an extract derived from a plant, capable of effectively acting on improvement of wrinkles and sags, bleaching, prevention or improvement of acne, and a hair growing effect, and to provide a hair tonic. <P>SOLUTION: The skin care preparation and the hair tonic contain quarcitrin or the like as an active ingredient, respectively. Further, the skin care preparation and the hair tonic contain an extract of kiwi seed with an polar solvent as the active ingredient, respectively.
