PROBLEM TO BE SOLVED: To provide a memory management device suppressing the cost by reducing the capacity of a required line memory without reducing the efficiency in processing read image data, and an image processor and an image forming device having the memory management device. SOLUTION: The memory management device 1 comprises a write address generating section 2, a write control section 3, a read address generating section 4, a read control section 5, and the line memory 7. The image processor and image forming device have the memory management device 1. The write address generating section 2 comprises an initial write address generating section 20 for sequentially generating initial write addresses and a circular write address generation unit 21 for sequentially generating circular write addresses. The read address generating section 4 comprises a block address managing section 40 for managing the write address and a block address generating section 41 for generating a read address.
