PROBLEM TO BE SOLVED: To provide a water-soluble machining oil agent for a fixed abrasive grain wire saw, having more excellent cuttability than a conventional article, improving cutting efficiency, and not causing a problem such as foaming, in cutting using the fixed abrasive grain wire saw of a hard cut material such as glass, a sapphire, ceramics, silicon, or neodymium. SOLUTION: This water-soluble machining oil agent for the fixed abrasive grain wire saw contains (A) an alkylene oxide adduct of an organic amine, (B) an aliphatic carboxylic acid, (C) a basic substance, and (D) water.
