PROBLEM TO BE SOLVED: To alleviate a load applied to a rear wheel steering actuator at mode switching, while permitting continuous mode switching without stopping a vehicle. SOLUTION: In the steering controller independently controlling the steering of front and rear wheels and permitting the continuous mode switching of a 2WS mode and a 4WS mode during traveling or steering by a driver, the mode switching is prohibited while a front wheel or a rear wheel is not in a neutral position.
