<P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus capable of maintaining good toner performance by securing toner replacement performance without giving excessive stress to the toner, thereby capable of stably forming images in the whole image area over a long period of time. <P>SOLUTION: A toner container 31 includes a paddle 28 for always replenishing the toner T to a toner supply roller 24, and simultaneously, stirring the toner T. A flexible blade 29 is attached to the tip end of the paddle 28. The base body 29 of the paddle 28 and the blade 30 are divided into three portions, individually, that is, the center portions 29a and 30a, and both end portions 29b and 30b. The base body 29a at the center portion is shorter in length than the base body 29b at each end portion. Meanwhile, the blade 30a at the center portion is equal in length to the blade 30b at each end portion.
