PROBLEM TO BE SOLVED: To provide a control device and a control method for suppressing occurrence of over-shoot. SOLUTION: Until a threshold 11 exceeds a deviation (while the deviation is equal to or larger than the threshold 11), the deviation is supplied to a comparison arithmetic part 2 as it is, so that general P(proportional) control is performed by a proportional arithmetic part 2. Then, when the deviation reaches a target value, and the threshold 11 exceeds the deviation, a switch 12 is turned on, and a fixed value (≤deviation) 13 is supplied to a subtractor 14. On the basis of the value obtained by subtracting the fixed value 13 from the deviation, P(proportional) control is performed by the proportional arithmetic part 2. Then, the output of the proportional arithmetic part 2 is made negative in a region between when the threshold 11 exceeds the deviation and when the deviation reaches the target value, and becomes 0, and offset with the output of an integration arithmetic part 3 which is positive. Therefore, the output of an adder 5 is smoothly changed in the neighborhood of the target value, so that the occurrence of overshoot is suppressed. COPYRIGHT: (C)2010,JPO&INPIT
