PURPOSE:To efficiently utilize broadcasting equipment. CONSTITUTION:In a broadcasting station 1 being a transmission side, an input video signal 21a is converted into a continuously or intermittently compressed video signal 21b, a synchronizing signal 26a which is the same as the input video signal is added, and the signal is converted into a first pseudo NTSC signal 23a to which a 3MHz discrimination signal 27a is added in a burst period. Then, this signal is continuously or intermittently recorded, and continuously reproduced, so that a second pseudo NTSC signal 24a obtained by filling a time axis can be obtained.
