A rotary actuator 1 is driven in rotation by pressurized gas supplied by a gas generator 2 and drives a belt take-up reel (R9, Fig 2). A partition wall 112 that separates the pressure section 102A of the operating chamber 102 from the exhaust section 102B receives a seal member 13, which is resiliently urged by a spring 14 into engagement with the body portion (122, Fig 3) of rotor 12.
