The hand-off method involves choosing at least two telecommunication parameters as hand-off parameters to provide the basis for a hand-off decision, according to their measured values. The measured values are used as inputs to a fuzzy-logic circuit, including membership functions and fuzzy condition sets. The fuzzy condition sets are executed with the determined hand-off values and the consequences weighted to form a crisp-value, used to make the hand-off decision. The appts. has a fuzzy-processing unit (3) for grouping parameters and executing rules, an average-, complement-, maximum and minimum unit (4) for determining the crisp-values, and an evaluating unit (5). |
