PURPOSE:To form a fixing device excellent in durability and capable of preventing electrostatic charges by specifying a pore size, the maximum porosity and the volume resistivity. CONSTITUTION:The fixing roll 1 consists of a relatively thin (0.3-0.8mm) elastic layer 12 made of a silicone rubber on a metallic spindle 11 made of aluminum or other high heat-conductive material and a fluorocarbon resin as a resin layer thinner than the elastic layer 12 on the upper layer 13. The fluorocarbon resin layer has fine pores (with an average pore size of 0.05mum or less) occupying 7% of the entire surface, and the volume resistivity at an order as low as 10<10>OMEGA-cm which is by 10<8> lower than that of pure fluorocarbon resin of 10<18>OMEGA-cm.
