Provided are a foamed resin composition for urethane sheets, which has good constructability, high shock absorption, and excellent dynamic characteristics and is usable as flooring materials for the track or sports facilities, and a construction method of urethane sheet using the same. The foamed resin composition for urethane sheets comprises a base material and a hardener. The base material includes polyisocyanate having at least two isocyanate groups in a molecule and a polyol compound having at least two hydroxyl groups in a molecule. The hardener includes a polyol compound having at least two hydroxyl groups in a molecule and hollow fillers. The hollow filler is present in the hardener in an amount of 0.5-40wt% .
