A device for manufacturing a resilient member by bending a straight wire in a zigzag shape such that a bent portion of the straight wire exhibits good performance in terms of fatigue limit and reliability, and a method for manufacturing the resilient member using the device are provided. As a device(20) for manufacturing a resilient member having a plurality of straight line connection parts and a plurality of curved line connection parts that connect the plurality of straight connection parts by bending a straight wire(90) in a zigzag shape, the device for manufacturing the resilient member comprises: a fixed member(30) having two cylindrical fixed posts(36,38) spaced apart from each other; and a moving member(40) having a cylindrical bending post that rotates around the two fixed posts relative to a rotation axis line(100), wherein a first gap(39) is formed between the fixed member and the two fixed posts such that the wire passes through the first gap, and the moving member is straightly movable in a direction of the rotation axis line after the bending posts are rotated as much as a present amount and positioned.
