PROBLEM TO BE SOLVED: To suppress generation of short circuits between respective electrodes through the edge of a separator protruding from the edge of the respective electrodes. SOLUTION: This electrode structure for a battery and capacitor has a hold suppressing means for suppressing an active material separated from the surface of collectors 11 and 12 from being held by the edge part 30a on the edge 30a of a separator 30, and the separator 30 is interposed between electrodes 10 and 20 so as to protrude the edge 30a from rims 10a and 20a of the electrodes 10 and 20. A pore ratio of the edge 30a of the separator 30 is relatively lower tan that of a center part 30b of the separator 30 sandwiched between the electrodes 10 and 20 by fitting an insulative filler 32 in the pores in the edge 30a.
