PROBLEM TO BE SOLVED: To transmit data from a personal computer to an artificial satellite by permitting a circuit board which is plug-in-connected to a standard bus in the personal computer to generate a modulated radio frequency signal modulated by communication data received from the personal computer and transmitting it to an antenna system through a coaxial cable. SOLUTION: A transmission card 25 loading a modulation circuit 37 is inserted into the idle slot of the standard bus 45 of a personal computer 11. A synthesizer 14 generates the RF signal of 950-3000 MHz and transmits the RF power of about 1 mW to an antenna system through the coaxial connector 36 of 75 ohms. The antenna system transmits the radio wave of about 1W to an artificial satellite by power which is separately supplied. A keying modulator 40 takes in an IP packet flowing in the standard bus 45 of the personal computer 11 through a main controller 26, executes coding for error correction, executes modulation by the desired keying of DPSK, OQPSK and the like and sends the packet to the synthesizer 14.
