The device has a flexible band (1) joined by the top and lower supports (2,2'), a fixing element (3) in a top of the band and a tensioning member (4) in a bottom of the band. A counterweight (5) establishing a flywheel is provided on a surface of the band, and an armature coil (6) with an inductor (7) inside is incorporated at an opposing end by a certain distance. The inductor is configured as a permanent magnet or coil. A shaft (8) is fixedly secured to the band and located longitudinally inside the coil body having a guide at an outer end to allow horizontal oscillation.
