PROBLEM TO BE SOLVED: To provide a dielectric material for plasma display panel which is excellent in cost performance, even if comprising SiO<SB>2</SB>-B<SB>2</SB>O<SB>3</SB>-ZnO-Bi<SB>2</SB>O<SB>3</SB>based non-lead glass powder can be fired at≤600°C or lower, hardly discolors by reaction with an electrode at the time of firing, hardly induces the reaction of glass powder with ceramic powder, can obtain a dense fired film, can form a dielectric layer having a stable withstand voltage, and to provide a dielectric layer formed by using the same. SOLUTION: The dielectric material for plasma display panel comprises SiO<SB>2</SB>-B<SB>2</SB>O<SB>3</SB>-ZnO-Bi<SB>2</SB>O<SB>3</SB>based glass powder. The glass power does not contain PbO substantially, and is composed of glass containing 0.1-10% of Bi<SB>2</SB>O<SB>3</SB>, 2-20% of Li<SB>2</SB>O+Na<SB>2</SB>O+K<SB>2</SB>O, and 0-4% of MgO+CaO+SrO+BaO by mole percentage.
