<P>PROBLEM TO BE SOLVED: To provide an optical film that is manufactured by an easy process, prevents the occurrence of interface reflection and interference fringe to improve the visibility, and has high adhesion between a transparent substrate and a function layer such as an antistatic layer, and to provide a method for making the same. <P>SOLUTION: The optical film includes: the transparent substrate and the functional layer laid on at least one surface of the transparent substrate. A roughened surface is disposed between the transparent substrate and the functional layer.
