PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrochemical capacitor which can be made high in voltage to a predetermined voltage. SOLUTION: The manufacturing method of the electrochemical capacitor includes: forming an electron conduction layer by coating a release sheet with paste for the electron conduction layer; forming an electrode-electron conduction layer assembly by coating the electron conduction layer with paste for an electrode; sandwiching a polymer electrolyte film between a pair of obtained electrode-electron conduction layer assemblies and peeling release sheets to form a structure consisting of the electron conduction layer, the electrode, the electrolyte film, the electrode, and the electron conduction layer; and forming a layered body by alternately stacking and integrating a plurality of structures obtained by cutting out structures from the structures each consisting of the electron conduction layer, the electrode, the electrolyte, the electrode, and the electron conduction layer to a predetermined size and a plurality of collectors so that the outermost parts become the collectors.
